This map depicts the distribution of sagebrush and associated shrub-steppe habitat types using readily available data from a variety of source maps from WA, OR, CA, UT, NV, CO, WY, MT, ND, SD, AZ, NM, AB, and BC. Habitat was grouped from map sources that were classified with detailed information on specific sagebrush types, as well as coarse-scale maps that classified vegetation as only "shrub" in the case of ND and the Canadian provinces. This map is a 90-meter grid, but source material included 30 to 90-meter grids, and 1:24,000 and 1:100,000 polygon coverages.

Circuitscape software (v4.0, www.circuitscape.org) was applied to a range-wide habitat similarity index map for sage-grouse to model pathways between all priority areas of conservation network. We assumed that individual sage-grouse would move more easily through areas meeting their habitat requirements and used a scaled inverse of our mapped habitat scores as resistance to sage-grouse movements among the priority areas. Resistance values ranged from 1 representing the lowest resistance/highest habitat value to 100 (high resistance/lowest habitat value). State policies can support renewable energy development by driving markets, providing certainty in the investment market, and incorporating the external benefits of the technologies into cost/benefit calculations. Using statistical analyses and policy design best practices, this paper quantifies the impact of state-level policies on renewable energy development in order to better understand the role of policy on development and inform policy makers on the policy mechanisms that provide maximum benefit.
