The 576 abstracted references on nuclear facility decommissioning, uranium mill tailings management, and site remedial actions constitute the tenth in a series of reports prepared annually for the U.S. Department of Energy's Remedial Action Programs. Citations to foreign and domestic literature of all types—technical reports, progress reports, journal articles, symposia proceedings, theses, books, patents, legislation, and research project descriptions—have been included. The bibliography contains scientific, technical, economic, regulatory, and legal information pertinent to the U.S. Department of Energy's Remedial Action Programs. Major sections are (1) Surplus Facilities Management Program, (2) Nuclear Facilities...
Decentralised bioenergy systems are receiving increasing attention due to the potential ability to support local development, create local employment, and contribute to climate change mitigation. These issues, along with other bioenergy sustainability issues, are reviewed through eighteen international case studies with the objective of identifying opportunities and threats to decentralised bioenergy systems. The case studies were selected based on feedstock type, bioenergy type, production capacity, synergistic alliances, ownership structure and physical locations. This variation was used to provide a basis for evaluating opportunities and threats from different contexts. Commercial viability remains the primary...
This paper examines the air quality impact of using distributed generation (DG) to satisfy future growth in power demand in the South Coast Air Basin of Los Angeles, relative to the impact when the demand is met by expanding current central generation (CG) capacity. The impact of decreasing boiler emissions by capturing the waste heat from DGs is not examined. The air quality impacts of these two alternate scenarios are quantified in terms of hourly maximum ground-level and annually averaged primary NOx concentrations, which are estimated using AERMOD. This study focuses on the impact of primary emissions at source–receptor distances of tens of kilometers. We find that the shift to DGs has the potential for decreasing...

This article presents an application of a risk assessment approach in characterising the risks associated with safety violations in underground bituminous mines in Pennsylvania using the Mine Safety and Health Administration (MSHA) citation database. The MSHA database on citations provides an opportunity to assess risks in mines through scrutiny of violations of mandatory safety standards. In this study, quantitative risk assessment is performed, which allows determination of the frequency of occurrence of safety violations (through associated citations) as well as the consequences of them in terms of penalty assessments. Focus is on establishing risk matrices on citation experiences of mines, which can give early...

This dataset was last updated 02/2017. This version includes a new tidal restrictions metric that assesses the effect of undersized culverts and bridges on tidal regime. The previous version (3.1) was updated on 05/2016 by incorporating a revised version of the land cover classification, DSLland Version 3.1, developed by UMass, which included the addition of The Nature Conservancy’s Northeast lakes and ponds classification. This dataset depicts the ecological integrity of locations (represented by 30 m grid cells) throughout the northeastern United States based on environmental conditions existing in approximately 2010. Ecological integrity is defined as the ability of an area (e.g., local site or landscape) to sustain...

The increased urgency of dealing with mitigation of the looming climate change has sparked renewed interest in the nuclear energy option. There exists a substantial stream of research on the amount of embodied energy and greenhouse gas emissions associated with nuclear generated electricity. While conventional fossil fuelled power plants cause emissions almost exclusively from the plant site, the majority of greenhouse gas emissions in the nuclear fuel cycle are caused in processing stages upstream and downstream from the plant. This paper distils the findings from a comprehensive literature review of energy and greenhouse gas emissions in the nuclear fuel cycle and determines some of the causes for the widely varying...

This report surveys the definitions of reserve services used in several countries and regions of Europe and the United States that have implemented competitive electricity markets. It also compares the technical specifications of these services. The systems considered are Great Britain, PJM, California, Spain, The Netherlands, Germany, France, Belgium as well as UCTE as a whole.
The Health and Safety Laboratory (HASL) of the Atomic Energy Commission has provided much of the data on exposure assessment in uranium contractor facilities and on fallout radionuclides in the environment. The research performed in the beryllium industry 1947-1949 led to establishment of the protection standards that exist to this day. This laboratory was formed in 1947, as part of the Medical Division of the New York Operations Office, directed by B.S. Wolf. HASL was directed initially by Merril Eisenbud and subsequently by S. Allen Lough and John Harley. The history of the Laboratory is traced from its beginning, and the projects described that led to HASL's reputation as a trouble-shooting arm of the Atomic...

In this paper we review threshold behaviour in environmental systems, which are often associated with the onset of floods, contamination and erosion events, and other degenerative processes. Key objectives of this review are to a) suggest indicators for detecting threshold behavior, b) discuss their implications for predictability, c) distinguish different forms of threshold behavior and their underlying controls, and d) hypothesise on possible reasons for why threshold behaviour might occur. Threshold behaviour involves a fast qualitative change of either a single process or the response of a system. For elementary phenomena this switch occurs when boundary conditions (e.g., energy inputs) or system states as expressed...
