Improving energy efficiency is the most effective and least expensive way to reduce carbon dioxide (C02) emissions in most industrialized nations - including the UK. A report from the UKAEA's own Energy Technology Support Unit concludes that energy efficiency can displace nearly four times more C02 than nuclear power can - more quickly and more cost-effectively. Each pound invested in efficient lighting can displace four to five times as much C02 as a pound invested in new nuclear power. Meanwhile, given recent dramatic progress in renewable energy technologies, the most promising long-term COz-abatement strategy may be a synergistic combination of energy efficiency and renewable energy.
Our responses to the emerging challenges of energy planning have to be faster and more effective than they have been so far. While the Gulf war has forced us to realise the danger, it is to be hoped that the solutions that are sought will take the form not of short-term palliatives but of a new direction in our planning effort. The Chernobyl accident was a major economic loss with a cost of about $12.5 billion U.S. dollars to the government of the Soviet Union. However, in terms of human loss it was less than a major accident. The biodiversity convention aims at conserving biodiversity and guaranteeing fair and sustainable human use of biodiversity. The convention further requires that the causes of biodiversity decline are identified and evaluated, and that effective conservation and monitoring strategies are developed. Resolving these needs requires a different approach than those described in the last Global Biodiversity Assessment. Ecosystem services analysis can help recognize the full costs and benefits of land management decisions. Quantification and valuation of services can enhance policies and regulations and, if linked with payments or incentives, properly reward private decisions that yield public benefits. We examined bird and bat mortality at a new 89-turbine windfarm constructed in an environmentally sensitive area in north-central Iowa. The windfarm became operational in November 2001. It is located in cropland between three Wildlife Management Areas (WMA's) with historically high bird use. In the past, migrant and resident waterfowl, shorebirds, raptors, and songbirds moved between the WMA's through the area now occupied by the windfarm. Studies of bird collision mortality in California and elsewhere raised concerns about the possibility of mortalities in this area. This paper provides a synthesis of current knowledge on the patterns, drivers, and characteristics of historical energy technology transitions. This historical evidence is then compared to the treatment of energy system dynamics in the scenario analysis on climate mitigation. The paper concludes with a discussion of generic implications for clean energy and technology innovation policy.

As technical efficiency improvement in energy use remains a touchstone measure to curb greenhouse gas (GHG) emissions, there is substantial concern about whether this approach can offset the large and expanding impacts of human actions. The first part of this paper presented an ab initio exposition of the development-focused end-useoriented service-directed (DEFENDUS) approach to energy planning. In this approach, the future demand for any source of energy is estimated on the basis of the energy services required and the efficiency with which these are provided. Thailand is one of the fastest growing energy-intensive economies in Southeast Asia. To formulate sound energy policies in the country, it is important to understand the impact of energy use on the environment over the long-period. This study examines energy system development and its associated greenhouse gas and local air pollutant emissions under four scenarios in Thailand through the year 2050. The composition of the revenue of a wind generation company (WGENCO) under two different European markets is estimated in this paper. The two markets under consideration (British and Spanish) have a very different structure; the Spanish market is a pool-based system while the British market encourages bilateral trading. These markets have also different ways to provide incentives to wind farms, and deal with the trading imbalances to which they are particularly susceptible given the variability of the resource.
