Habitat Conservation Plans (HCP) are planning documents required as part of an application for an incidental take permit under section 10(a)(1)(B) of the Endangered Species Act (ESA) of 1973. They describe the anticipated effects of the proposed taking, how those impacts will be minimized, or mitigated; and how the HCP is to be funded. HCPs can apply to both federally listed and non-listed species, including those that are candidates or have been proposed for listing. Conserving species before they are in danger of extinction or are likely to become so can also provide early benefits and prevent the need for listing.

The current fire return interval is calculated by dividing the number of years in the fire record by the number of fires occurring during that time period, then adding a value of one (CurrentFRI = Number of years/Number of fires+1). This dataset is current to 2012. Although fires prior to 1908 are recorded in the fire perimeter database, they are not included in this analysis due to lack of consistency in reporting (1908 is the year that the US Forest Service began to formally record information on size and location of major fires).CurrentFRI is derived by overlaying the fire perimeters on the PFR polygons and summing the number of fires affecting each polygon after 1908.

A complete set of wells associated with oil, natural gas, and coal bed natural gas development in the western states as of Nov 2007. This is a static dataset even though liquid energy development is a highly dynamic endeavor. Because these well location datasets are generally housed and managed by various state-based agencies (typically the state Oil and Gas Conservation Commissions) a uniform, spatially precise coverage for the western United States has not been available to date. This layer consolidates the best available well location data from ND, SD, MT, WY, CO, NM, UT, AZ, OR, and CA (ID and WA do not report any liquid energy development) and standardizes the attributites.
