Strong and effective systems of governance are required to steer energy finance towards the fulfilment of policy goals around energy security, energy poverty and sustainability. This article assesses and explains the nature of the contemporary governance of energy finance. It first provides a typology and analysis of the different governance dimensions associated with: (i) the public governance of public finance; (ii) the public governance of private finance; and (iii) the private governance of private finance. Greater energy efficiency can be achieved in existing dwellings thanks to longer lifecycles, slow replacement rates, and technical innovations. Many such dwellings are located in dense urban neighbourhoods, where urban renewal projects are undertaken. Local government can encourage the setting of ambitious goals as a stepping stone to realizing energy efficiency goals that achieve high levels of energy efficiency. This article examines the issues that newly emerging hydrocarbon economies must face surrounding public expectations of how oil and gas revenues will be spent by governments. Studies of oil and gas economies have shown that public expectations have often been unrealistic, exaggerated and, at times, manipulated. The author highlights four major challenges in managing expectations: determining information-sharing requirements; developing common expectations among multiple stakeholder groups; clarifying labour–skill requirements in the oil and gas sector; and articulating environmental and social considerations impacted by the hydrocarbon sector. For grading different types of renewable energy based electricity generation systems, a figure of merit has been proposed and evaluated. The figure of merit has been obtained by analyzing total energy utilization in constructing and installing the systems and by their respective electricity generation. The gross carbon emission has also been estimated for evaluation of figure of merit. This figure of merit clearly indicates that wind power is the most sustainable source for electricity generation, followed by small hydropower and solar photovoltaics.

Governmental policy options in response to increasing concern over an emerging greenhouse warming are reviewed. These will reflect differing levels of pofitical concem as understanding on the future size and impacts of the greenhouse effect evolves. High levels of concem will place emphasis on the option of limiting C02 emissions by restricting fossil fuel use. This option requires emphasis on energy efficiency and changes in energy supply, with increased use of natural gas, nuclear power or renewable energy sources. The progressive industrialization of the LDCs with the consequent growth in energy demand, may put additional pressure on developed countries to take action on this policy option.

The purpose of the pilot project is to trial different methods and vendors of wind power forecasting to determine the best approach to forecasting wind power in Alberta in the future. Three vendors were chosen with global forecasting experience; AWS Truewind (New York), energy & meteo systems (Germany), and WEPROG (Denmark). Each vendor will forecast for 12 geographically dispersed wind power facilities for a year (May 07 to May 08) providing a forecast covering the next 48 hours refreshed hourly. ORTECH Power was chosen to perform the quantitative analysis of the results analyzing methods, timeframes and geographical locations. Phoenix Engineering was chosen to collect all the necessary meteorological data required...
