This is a continuous raster dataset identifying wetland basins/rice fields that are priority for freshwater enhancement to increase the quantity and/or quality of mottled duck brood rearing wetlandsin the Western Gulf Coast. The identification process is based on key biological parameters such as patch size, land use type, distance to brood rearing habitat, etc. Additionally, this raster datasets presents the data in a form that prioritizes habitat from more suitable to less suitable based on landscape metrics. The scale ranges from 1.99to .02, higher value designating higher priority for enhancement.

This paper draws on social impact assessment (SIA) and benefit-sharing literature as well as practical SIA project experience in more than 18 different countries. It suggests four practical steps to promote the implementation of enhancement measures in projects: (1) early consideration of positive impacts, benefits and beneficiaries; (2) meaningful consultation and empowerment of beneficiaries; (3) including benefit enhancement measures in project finance agreements; and (4) independent monitoring of project benefits. Ultimately, the enhancement we need to deliver through environmental assessment is confidence that every approved undertaking will move us positively towards a desirable and durable future. In Canada, the most promising steps in this direction have been in several major project assessment reviews with public hearings and independent panels that applied a contribution to sustainability test. The most recent and advanced case is the review of a proposed C$16.2 billion natural gas infrastructure undertaking in the Northwest Territories.
