This article presents an application of a risk assessment approach in characterising the risks associated with safety violations in underground bituminous mines in Pennsylvania using the Mine Safety and Health Administration (MSHA) citation database. The MSHA database on citations provides an opportunity to assess risks in mines through scrutiny of violations of mandatory safety standards. This study proposes a new use of Data Envelopment Analysis (DEA) to measure the operational, environmental and both-unified efficiency measures of US coal-fired power plants. The power plants produce not only desirable outputs (e.g., electricity) but also undesirable outputs (e.g., CO2 and NOx) as a result of their plant operations. A Range-Adjusted Measure (RAM) is used as an original non-radial DEA model. Then, it is reformulated for handling undesirable (bad) outputs. The Swedish programme for geological disposal of spent nuclear fuel is approaching major milestones in the form of permit applications for an encapsulation plant and a deep geologic repository. This paper presents an overview of the bedrock and surface modelling work that comprises a major part of the on-going site characterization in Sweden and that results in syntheses of the sites, called site descriptions. We review recent global developments in three areas: energy efficiency, market transformation, and renewable energy. In each area we document policy applications and specific country experiences. We list Internet World Wide Web links for current information. Significant opportunities exist for cross-fertilizing initiatives from both developed and developing countries. For example, Thailand’s energy labelling program works significantly better than that of the US. Specific information is listed for many countries in Asia, Europe, and North America.
In this study, we simulate global CO2 emissions and their reduction potentials in the industrial sector up to the year 2030. In this paper the case for subsidies for solar energy to counter inefficient pricing practices of electric utilities, hidden subsidies to non-solar fuels and tax law biases are examined. The conclusion reached for two of three regions in the USA in the case of solar energy replacing electricity for hot water heating is that, far from offsetting biases against solar energy, current subsidies reinforce pre-existing biases in favour of the use of solar energy systems.

The success of carbon capture, storage and sequestration as a greenhouse gas mitigation strategy will be, in part, dependent on the regulatory framework used to govern its implementation. Creating a science-based regulatory framework that is designed with enough flexibility to encourage greenhouse gas offset activity, effective means of measuring the costs of taking action to reduce greenhouse gas emissions, and ample protection for human and ecosystem health may prove challenging. In this paper, I analyze an oligopoly model of exhaustible resource extraction and develop predictions about relative extraction patterns of different producers. Using the ‘oil’igopoly model of bury (Internat. Econom. Rev. 27, 285-301 (1986)), one can show that producers with large stocks produce a larger amount, but a smaller percentage, of their stocks than producers with small stocks. I extend Lomy’s model to cases where extraction costs differ among producers and where costs are a function of cumulative extraction. An increase in extraction costs for a producer causes it to produce less relative to its rivals. A method is investigated for increasing the utilization efficiency of energy resources and reducing environmental emissions, focusing on utility-scale cogeneration and the contributions of nuclear energy. A case study is presented for Ontario using the nuclear and fossil facilities of the main provincial electrical utility. Implementation of utility-based cogeneration in Ontario or a region with a similar energy system and attributes is seen to be able to reduce significantly annual and cumulative uranium and fossil fuel use and related emissions, provide economic benefits for the province and its electrical utility, and substitute nuclear energy for fossil fuels.
