We estimate the Marginal Cost of Public Funds (MCPF) for Peru using a detailed computable general equilibrium (CGE) model. Revenues from all major sources (including taxes on factors of production, natural resources such as energy and minerals, consumption, and imports) are examined. Our focus is on the efficiency implications of mineral and energy taxes, given their importance to Peruvian public finance. The combustion of perennial grass biomass to generate electricity may be a promising renewable energy option. Switchgrass (Panicum virgatum) grown as a biofuel has the potential to provide a cash crop for farmers and quality nesting cover for grassland birds. This situation reflects their natural endowment and mining tradition, but is also the result of development processes undertaken over the last decades.
