Habitat Conservation Plans (HCP) are planning documents required as part of an application for an incidental take permit under section 10(a)(1)(B) of the Endangered Species Act (ESA) of 1973. They describe the anticipated effects of the proposed taking, how those impacts will be minimized, or mitigated; and how the HCP is to be funded. HCPs can apply to both federally listed and non-listed species, including those that are candidates or have been proposed for listing. Conserving species before they are in danger of extinction or are likely to become so can also provide early benefits and prevent the need for listing.

These SEVEN geographic areas represent the general landscapes to be used for Strategic Habitat Conservaton in the Pacific Southwest Region of US Fish and Wildlife Service. These areas are generally based on Bailey's ecoregions as updated by the US Forest Service. Bailey's ecoregions distinguish areas that share common climatic and vegetation characteristics. These geographic areas represented by these landscapes generally represent the "section" or finest level of detail in Bailey's ecoregions. These data represent the Habitat Based Populations of the Quino checkerspot butterfly based on observation data from 1997 to 2012. The observations were buffered by a 1 kilometer distance and then combined and named as specific population base areas following the criteria in the 5 year review.
