Forest Renewal British Columbia (FRBC) was created in 1994 to deliver programs of sustainable development within the leading economic sector of the province, serving as a key element of the radical new natural resource management agenda being promoted by an interventionist provincial administration. Its funding consisted solely of the hypothecated revenues of a super stumpage on timber harvesting. This paper considers the role FRBC played in helping to gain agreement to changes in provincial land use planning and forest strategy, and evaluates its effectiveness as an eco-tax recycling mechanism.

A changing climate is the largest threat to forest productivity in western Canada and to the ability of forested landscapes to provide ecological and economic services, both now and in the future. As climate changes, locally adapted tree populations become mismatched with local conditions, leading to mal-adaptation that may result in a reduction in forest health and productivity. This problem can be reduced with interventions that match reforestation stock to anticipated future environments. Abstract:?In North American boreal forests, wildfire is the dominant agent of natural disturbance. A natural-disturbance model has therefore been promoted as an ecologically based approach to forest harvesting in these systems. Given accelerating resource demands, fire competes with harvest for timber, and there is increasing pressure to salvage naturally burned areas. Only a small boby of research addresses the impacts of timber harvesting in the boreal forest of Alaska. The two projects described here began in 1970 and 1980 to develop more reliable methods of regenerating white spruce—the main commercial species in interior Alaska—from seed, and quantifying vegetation and soil responses. A "by-product" of timber harvest is increased moose browse and cover provided by deciduous saplings (birch, popular, and aspen) and brush species such as willow. BC’s forests have already faced two simultaneous, globally significant, epidemics linked to climate change; the Dothistroma needle blight epidemic in NW BC and the massive mountain pine beetle epidemic throughout the BC Interior. Building on these experiences, we have compiled our best estimates of how we believe other forest health agents may behave as climate change continues to influence our forests. We have drawn on literature from around the world but have focused on the situation in BC. We have made management recommendations based on what we have seen so far and what we expect to come.

Field tests of 3-methyl-2-cyclohexen-1-one (MCH), the antiaggregation pheromone of the spruce beetle, Dendroctonus rufipennis Kirby, were conducted in south-central Alaska in stands of Lutz spruce, Picea x lutzii Little, and Sitka spruce, P. sitchensis (Bong.) Carr. The deployment of MCH in a novel releaser significantly reduced trap catches and spruce beetle attacks on standing live spruce by 96 and 87%, respectively. The results of this study demonstrate the first successful field test of MCH in Alaska for the prevention of spruce beetle attacks on standing, live spruce. The International Boreal Forest Research Association (IBFRA) 2000 conference "The Role of Boreal Forests and Forestry in the Global Carbon Budget" was held on May 8-12, 2000, in Edmonton, Alberta, Canada and brought together nearly 300 experts, scientists, forest managers, and policy advisors from around the world.
