The western coastline of Alaska spans over 10,000 km of diverse topography ranging from low lying tundra in the north to sharp volcanic relief in the south. Included in this range are areas highly susceptible to powerful storms which can cause coastal flooding, erosion and have many other negative effects on the environment and commercial efforts in the region. Global Flood Proportional Economic Loss Risk Deciles is a 2.5 by 2.5 minute grid of flood hazard economic loss as proportions of gross domestic product (GDP) per analytical unit. Estimates of GDP at risk are based on regional economic loss rates derived from historical records of the Emergency Events Database (EM-DAT). Gridded Population of the World (GPW) Version 3 (beta) data provide a baseline estimation of population per grid cell from which to estimate potential mortality loss. In recent years, Alaska has seen the largest (2004), second largest (2015), third largest (2005) and sixth largest (2009) fire years since 1940, and observed increases in area burned in Canada during the last four decades are linked with warming summer season temperatures. To the surprise and concern of fire and resource managers, some of these fires burned across fire scars from the previous decade or decades, an uncharacteristic phenomenon in boreal forests. How much does real GDP respond to unanticipated changes in the real price of oil? Commonly used censored VAR models suggest a substantial decline in real GDP in response to unexpected increases in the real price of oil, yet no response to unexpected declines. We show that these estimates are invalid. Based on a structural model that encompasses both symmetric and asymmetric models as special cases, correctly computed impulse responses are of roughly the same magnitude in either direction, consistent with formal tests for symmetric responses. We discuss implications for theoretical models and for policy responses to energy price shocks.

The reduction in ice coverage due to climate change could potentially increase the frequency and degree of coastal flooding and erosion.
